SoftBank commits €75 billion to build Europe’s largest AI data center network in France

The Japanese technology group plans a massive AI infrastructure expansion in France, positioning the country as a future European hub for artificial intelligence computing and advanced data centers.

The race to dominate the global artificial intelligence industry has entered a new phase as SoftBank announced plans to invest up to €75 billion in France to develop what could become Europe’s largest AI data center network. The ambitious project represents one of the most significant technology infrastructure commitments ever made on the continent and highlights growing efforts by European nations to narrow the gap with the United States and China in the increasingly competitive AI sector.

The investment also marks SoftBank’s largest artificial intelligence-related commitment outside the United States, underscoring the importance that founder and chief executive Masayoshi Son places on the future of AI infrastructure. The project is expected to transform France into one of Europe’s leading centers for high-performance computing, while supporting the rapid expansion of artificial intelligence applications across industries.

The announcement comes at a critical moment for Europe. While American and Chinese technology companies have spent hundreds of billions of dollars developing advanced AI systems and the massive computing facilities required to support them, European countries have struggled to attract investments on a similar scale. Concerns about energy costs, regulatory complexity, and slower infrastructure development have often placed Europe at a disadvantage compared with other regions.

SoftBank’s decision to commit such a substantial amount of capital to France therefore represents a major vote of confidence in the country’s technological ambitions and industrial capabilities.

The agreement reportedly emerged following discussions between French President Emmanuel Macron and Masayoshi Son during a meeting in Tokyo earlier this year. During those talks, Macron emphasized France’s unique advantages, including its abundant nuclear-generated electricity, strong industrial base, and efforts to accelerate approvals for major AI infrastructure projects.

For France, the investment provides a significant boost ahead of the annual Choose France summit, an event designed to attract foreign investors and multinational corporations. Since taking office, Macron has sought to position France as one of Europe’s most attractive destinations for international business and technology investment.

SoftBank’s commitment is expected to strengthen that narrative while reinforcing France’s ambitions to become a leading player in the global AI economy.

According to the plan, SoftBank will initially lead an investment of approximately €45 billion to develop 3.1 gigawatts of AI computing capacity in the northern French region of Hauts-de-France by 2031. Additional expansion phases could eventually increase total capacity by another 2 gigawatts.

If fully completed, the project would create a data center complex capable of generating roughly 5 gigawatts of computing power. Such a scale would place the facility among the largest AI infrastructure developments anywhere in the world.

The magnitude of the project is reflected in its energy requirements. A 5-gigawatt AI complex would require electricity comparable to the output of multiple nuclear power plants and would consume power on a scale similar to that used by major metropolitan regions.

The centerpiece of the project will be located in Dunkirk, an industrial city in northern France that has increasingly emerged as a strategic location for technology investments. The site benefits from proximity to major European markets including London, Brussels, Amsterdam, and other important commercial centers.

SoftBank plans to collaborate with Schneider Electric on part of the development. The partnership is expected to focus on creating a comprehensive AI infrastructure and robotics manufacturing hub capable of serving customers throughout Europe.

The inclusion of robotics production alongside data center operations reflects SoftBank’s broader vision of an AI-driven future. The company increasingly views artificial intelligence, robotics, semiconductors, and advanced computing infrastructure as interconnected components of a rapidly evolving technological ecosystem.

The French initiative forms part of a much larger global strategy being pursued by SoftBank.

Over the past several years, the Japanese investment group has repositioned itself around artificial intelligence, moving away from some of its previous investment priorities and concentrating resources on technologies that could benefit from AI-driven transformation.

One of the company’s most significant recent commitments has been its substantial investment in OpenAI, the creator of ChatGPT. SoftBank has pledged tens of billions of dollars toward OpenAI and other AI-related ventures, reflecting Son’s belief that artificial intelligence will become one of the most transformative technologies in modern history.

The company has also continued expanding its involvement in semiconductor development through Arm, the British chip designer that remains one of SoftBank’s most valuable assets. As AI applications become increasingly dependent on specialized processors, chip technology has become central to SoftBank’s long-term strategy.

At the same time, the company is exploring opportunities in robotics, energy systems, and next-generation infrastructure, all of which are expected to play important roles in supporting future AI deployment.

The French project follows another major initiative announced in the United States earlier this year. SoftBank has already committed to a large-scale data center development in Ohio, where plans call for approximately 10 gigawatts of AI computing capacity.

Together, the American and French projects demonstrate the global nature of SoftBank’s ambitions.

The company is also participating in an international consortium focused on developing AI infrastructure in Abu Dhabi. That initiative involves collaboration with several major technology firms and aims to create another large-scale computing hub serving markets across the Middle East and beyond.

By simultaneously investing in North America, Europe, and the Middle East, SoftBank is positioning itself at the center of a global network of AI infrastructure facilities.

Such projects are becoming increasingly important as demand for computing power continues to surge.

Artificial intelligence models require enormous amounts of processing capacity to train and operate effectively. As businesses, governments, and consumers adopt AI applications more broadly, the need for advanced data centers has grown dramatically.

Technology companies around the world are therefore competing to secure access to energy supplies, semiconductor components, and suitable locations for building new facilities.

Industry estimates suggest that constructing one gigawatt of AI-focused infrastructure can require investments worth tens of billions of dollars when accounting for land acquisition, construction, power systems, networking equipment, and computing hardware.

As a result, even SoftBank’s substantial commitment is expected to rely on additional financing from partners and lenders.

Large infrastructure projects typically involve a combination of equity investment and debt financing. While SoftBank is expected to contribute significant capital, the scale of the French initiative means that external financing will likely play a major role in supporting development.

Questions also remain regarding the eventual customers that will utilize the computing capacity.

Although demand for AI infrastructure remains strong, many of the largest facilities currently under development around the world are competing for the same pool of corporate clients, technology companies, and AI developers.

The rapid expansion of AI-related infrastructure has prompted both optimism and caution among industry observers.

On one hand, demand for advanced computing continues to rise, driven by the growing popularity of generative AI applications and increasing corporate adoption of artificial intelligence technologies.

On the other hand, not every announced project has proceeded according to schedule.

Several high-profile AI infrastructure plans in different countries have experienced delays or uncertainty due to financing challenges, regulatory hurdles, or changing market conditions.

Nevertheless, SoftBank appears determined to push forward with its expansion strategy.

For France, the benefits could be substantial. Beyond direct investment, the project has the potential to create jobs, stimulate local industry, strengthen the country’s technological capabilities, and attract additional investment from companies seeking access to advanced computing resources.

The initiative also aligns closely with broader European efforts to improve technological sovereignty and reduce dependence on foreign infrastructure providers.

As artificial intelligence increasingly shapes economic competitiveness, governments across Europe have become more focused on ensuring access to the computing power necessary to support domestic innovation.

France’s reliance on nuclear energy may prove particularly advantageous in this context. AI data centers require vast amounts of electricity, and access to reliable low-carbon power sources has become a critical consideration for developers.

By leveraging its extensive nuclear energy network, France hopes to position itself as an attractive destination for future AI infrastructure investments.

The coming years will determine whether the ambitious vision outlined by SoftBank can be fully realized. If successful, the project would not only transform France’s role in the global AI economy but also establish one of the most significant technology infrastructure developments ever undertaken in Europe.

For now, the announcement signals a major escalation in the international competition to build the foundations of the artificial intelligence era, with France emerging as one of the most important battlegrounds in that race.
