Fordow nuclear site returns to spotlight as US and Iran clash over inspections

Dispute over IAEA access highlights renewed scrutiny of Iran’s deeply buried nuclear facility ahead of further negotiations with Washington.

Iran’s nuclear program has emerged once again as a central issue in ongoing negotiations with the United States, with Washington and Tehran offering conflicting accounts over whether international inspectors will be allowed to examine key nuclear facilities, including the heavily fortified Fordow complex.

U.S. President Donald Trump said Iran had agreed to permit renewed inspections by the United Nations’ International Atomic Energy Agency (IAEA), describing the move as an important step toward ensuring transparency in the country’s nuclear activities.

“This will guarantee nuclear honesty,” Trump wrote on Truth Social, adding that bilateral negotiations between Washington and Tehran were progressing positively.

Iran, however, offered a sharply different interpretation. Foreign Ministry spokesman Esmaeil Baghaei said Tehran had no plans to allow inspections of nuclear sites damaged during U.S. and Israeli military operations last year.

“We have not held a meeting with the director general of the IAEA. We also have no plans for the agency to inspect Iranian nuclear facilities damaged by U.S. and Zionist military aggression,” Baghaei said.

He added that future cooperation with the IAEA would continue only within the framework approved by Iran’s parliament and the country’s Supreme National Security Council.

The disagreement has once again focused international attention on Fordow, one of Iran’s most secretive and strategically important nuclear installations. Located near the holy city of Qom, the facility has long been regarded by Western governments as one of the most difficult nuclear sites in the world to destroy because of its extraordinary depth and fortification.

Satellite imagery reveals little more than tunnel entrances carved into a mountain range, support buildings and extensive security infrastructure. Analysts estimate that the main enrichment halls are buried between 80 and 90 meters beneath the surface, placing them beyond the reach of most conventional air-delivered weapons.

Much of what is publicly known about Fordow originates from Iranian documents reportedly obtained by Israeli intelligence and from years of monitoring by the IAEA. Since its existence became public in 2009, the site has remained a focal point of international concerns regarding Iran’s nuclear ambitions.

At the time of its disclosure, then-U.S. President Barack Obama, joined by French President Nicolas Sarkozy and British Prime Minister Gordon Brown, argued that the facility’s design was inconsistent with a purely civilian nuclear program.

“The size and configuration of this facility is inconsistent with a peaceful program,” Obama said when the site was first revealed.

Iran has consistently rejected allegations that it seeks nuclear weapons, maintaining that its nuclear activities are intended exclusively for civilian purposes. Tehran has also argued that Fordow was constructed underground because of longstanding threats of military action against its nuclear infrastructure.

In a letter to the IAEA in 2009, Iranian authorities said the facility was designed as a backup to the Natanz enrichment plant and was built underground to protect it from potential attacks.

Evidence collected by international inspectors and satellite imagery indicates that construction at Fordow began in the early 2000s. Publicly available images show excavation work and surface structures as early as 2004, while the IAEA has stated it possesses evidence suggesting construction activity may have started as early as 2002.

David Albright, president of the Washington-based Institute for Science and International Security, has argued that Fordow originated during what he described as an emergency phase of Iran’s nuclear development efforts.

“Fordow was really a project that began during what we call the crash nuclear weapons program in the early 2000s,” Albright said in previous assessments of the facility.

According to Iranian disclosures to the IAEA, Fordow was designed to house approximately 3,000 centrifuges used for uranium enrichment. While that number is relatively small compared with larger enrichment facilities, experts note that Fordow’s strategic significance lies in its protection and survivability.

The facility has remained largely intact despite military operations targeting Iranian nuclear infrastructure. Israeli strikes reportedly targeted the area last year, but the IAEA later stated that Fordow itself had not suffered significant damage.

That resilience has fueled concern among some Western analysts who argue that the site could play a critical role in any future expansion of Iran’s enrichment activities. Others contend that its heavily protected location makes it one of the most important bargaining points in any future nuclear agreement.

As negotiations between Washington and Tehran continue, access for international inspectors is expected to become one of the most contentious issues. For the United States and its allies, verification remains central to any agreement. For Iran, questions of sovereignty, security and the protection of sensitive facilities continue to shape its approach.

The dispute underscores how Fordow remains far more than a nuclear facility. More than a decade after its existence became public, it continues to symbolize the deep mistrust that has defined relations between Iran and the West and remains one of the most closely watched sites in global nuclear diplomacy.
